Framework for Implementation

Human Resource Management

Strategies to improve human resource management to become sustainable shall be enhanced through the development of human resource policy manual, development of a staff benefits scheme and a policy for volunteers. Staff training shall be undertaken to improve the ability of staff to undertake planned activities.

 Legal Status and Governance

 PASS is a Non-governmental organisation (NGO) with the Management Board as the highest decision making body.

In order to fulfil its legal and ownership responsibilities, the Management Board meets twice  in a year. The Board receives and considers the reports for the previous year, approves the budget for the forthcoming year, appoints the organisation’s auditors and once in three years, elect members of the Board.

The Management Board is responsible for providing direction and guidance to the secretariat, headed by the Executive Director.  The Management Board recruits and supervises the Executive Director.

Monitoring and Evaluation

Realization of the objectives developed in this plan will partly be assured through a system of continuous monitoring and learning whose aim will be to gauge the execution of planned activities and the realization of desired changes so that lessons are learnt and corrective measures are taken as appropriate.

The indicators that have been developed and which are contained in the logical framework matrix shall form the basic framework for the monitoring system. These indicators are specifically designed to measure process and impact. 

At the end of the plan period, an evaluation shall be conducted in order for lessons from the implementation of this plan to be drawn for the purpose of informing the next strategic plan.

Volunteering and Partnership

Strategically, PASS has planned to take advantage of the growing number of community based organisations, NGO’s both local and international, donor agencies, Government line ministries, County Government as well as the National Government so that impact is leveraged. PASS will therefore form close linkages with schools, community, faith based organisations and health institutions. Cooperation between PASS and the grassroots organisations will entail enhancing their capacity to raise awareness, provide care and support, and advocate for the rights based approach in project implementation. PASS shall enter into memorandum of understanding with the selected partners.
